Cloud is kind of the default these days but given you’re on this community, I’m guessing you want to keep third parties out of it.
Traditionally, at least in the video editing world, we would keep LTO or some other format offsite and pay for housing it or if you have multiple locations available to you just have those drives shipped back-and-forth as they are updated at regular intervals.
I don’t know what you really have access to or what you’re willing to compromise on so it’s kind of hard to answer the question to be honest. Lots of ways to do it

I’ve seen this several times on Reddit, lemmy, etc.: people see something suspicious (valid), jump to one of the less likely conclusions, and then make the pieces fit that support that theory. It’s not malicious, I think some of you just get tunnel vision when a potential (and exciting) conspiracy emerges
I think you are right that there is something that maybe needs to be done about these two instances, but vote manipulation coordination? Nothing here remotely points to that.
HR or upper management
You always have a boss. If not, then you’re the person who has to deal with this directly. They never said it was a superior, so we should operate under the assumption they aren’t reporting to this person.
No point in going all cloak and dagger about it. Just go straight to HR and report them. Make them decide if they want that liability. Let them ruin their own lives.
This isn’t about revenge, this is about not having to work in a hostile work environment. This is about you and your sane colleagues not having to put up with this shit on top of the shit you have to deal with at work. I have zero tolerance for this kind of stuff. somebody says something fucked up at work, they usually get one polite warning from me that I don’t wanna hear it again. After that I let HR or upper level management deal with it.
Look a lot of people online talk big game about how people should dump their partners or file labor abuses/lawsuits, etc. without any concept of what these things actually require from people. Chest pounding usually.
However, if you actually have colleagues who are actively trying to drop slurs at work, you need to report that shit immediately.

That is a lot of words to argue with me about what I meant even though I’m telling you what I mean. A long tail is a very specific thing. If you would like me to elaborate further on that point and explain the term to you I will but I assume you know what it means.
Your example also isn’t a good parallel for a number of reasons I’m happy to elaborate on if you really want to dig your heels in here for some odd reason.
