What happened to allowing foreign pilots and engineers?

All this talk of f-16s for Ukraine today and I remember discussion of foreign pilots being allowed to join Ukraine air force. (https://www.businessinsider.com/ukraine-air-force-allow-foreigners-to-serve-specialists-western-aircraft-2023-3) Wouldn’t this speed up the use of f-16s for Ukraine or is this no longer on the table?
