This is purely from a broken test. Watch the video and you’ll see that its not testing with the same power limits.
17w tests are actually 16w vs 20w+ and 35w test is 25w vs 35w
This leads to drastically higher clock speeds on both cpu and gpu as seen in the video and thus higher fps (and power draw, so lower battery life)

It used your prompt of a 3070 and gave a similar perf amd card.
It doesn’t know the answer, it can’t run the game in vr to test. It relies on information sourced and isn’t magic.

Intel has had more security stuff that slowed it down than amd.
Amd had some usb dropout issues but otherwise has been pretty solid for Ryzen.
Wyze cameras offer sd storage as well. Check your camera it should have it already
