Unfortunately that site is also the one that held the biggest Mangione fundraiser. It doesn’t seem to moderate it’s fundraisers beyond the absolute legal minimum.
You can buy no OS. Or even no included drive. You’ll save on having to pay the Windows license.

Such a decisive question. I wouldn’t say there’s necessarily a “best”. Mint is an EXCELLENT choice. So too would be Fedora (Fedora KDE edition I’d recommend for most) or OpenSuSe Tumbleweed.
Just pick what looks decent to you and give it a shot.
“y’all” fills a legitimately useful gap the English language has. Other languages have a word like this.
Edit: also something cool I just found out, some languages have a way to disinguish “we” (you and I), and “we” (me and the rest of us, not you). It’s called clusivity and is missing from European languages. Many indigenous languages of the Americas and Oceania have this, as well as Vietnamese and northern dialects of Mandarin.

Every other major browser is an overcommercialized pile of crap (or built atop the same) that can afford to pay for the licenses to use HEVC or has no qualms shipping proprietary code with their software that they don’t control.
Also apparently on Windows you can enable experimental HEVC hardware decoding support. You’ll need to install “HEVC Video Extensions” (from Microsoft themselves) ($0.99) in the Windows App Store and toggle “media.wmf.hevc.enabled” in about:config.
