Yes, It was a direct attack on IRGC officers on Iranian soil by international law, with no civilian casualties. I won’t back most of Netanyahu’s efforts, but this was strategic military warfare. Their intent was to take out officials providing the Houthis and Hamas with weapons, resources, and intelligence to continue attacks on Israel.
You compare apples to oranges. There is a large difference in International law between supplying a sovereign nation with intel and weapons, like Ukraine, and a terrorist organization such as the Houthis. One is protected, the other is not.
