There is a piece of this that is beyond their control when dealing with the secret service. Since the assassination attempt, the secret service has denied the kinds of open field and outdoor events that Trump thrives on.
I don’t think that explains all of it, but there are factors other than scheduling and staff work.
I’m not totally sure you need a source. I mean, sure, by all means, but I seem to remember from 16 that the secret service was really unhappy with all the outdoor venues and kept harassing the Trump campaign to pick more indoor venues because they’re much easier to secure. That’s why you almost always see the candidates in indoor rallies, and why Trump has almost exclusively been at indoor venues since the assassination attempt.
In addition, technically the Secret Service can’t really stop him. The relationship between ex-Presidents and candidates and their protection details and actual Presidents is much different.
The Secret Service can request no outdoor events (which they’ve done) but they can’t make the decision.
Actually if you see my other comment, there have been several articles written about it. Tldr; Secret Service can request no more outdoor events but they can’t “deny” the campaign the ability to hold them, and the campaign has vowed to continue to do them.

The reason I asked for a source is that claim runs counter to statements by the Trump campaign:
