Because plenty enough of people think she does provide enough of a public service that they are voting for her. Which is why Democrats are so angry and afraid of her.

I support and respect your right to vote for whoever you want. And you support and respect my right to vote for whoever I want, right? Even if it’s not your candidate, right?
At least 44% are liable to vote for a literal hitler figure. At least 1-2% will vote a protest vote instead of voting against a fascist who would plunge America into darkness for a generation. Pretty sad for our educational system.
