Poll workers would have counted the number of ballots but not votes.
What does that even mean?
Pretty simple, I think. Count the total amount of Ballots. The number of all candidates voted for should add up to the total amount.
This is a good decision as it prevents some GOP fuckery, but part of me wonders what the point of the certification step is if it MUST be performed affirmatively without any inquiry. Doesn’t it essentially become a rubber stamp at that point? Couldn’t the step just be eliminated entirely?

This election season is fraught; memories of Jan. 6 have not faded away, regardless of one’s view of that date’s fame or infamy,” McBurney wrote in his decision. “Anything that adds uncertainty and disorder to the electoral process disserves the public.”
They’ll appeal, but this is still a welcome development.
